Is it safe to recharge my Dell laptop using a converter in France while I'm on vacation. ?

Absolutely as long as you use the dell charging adapter. That adapter has a wide range of input and it will bring down the voltage to what's appropriate for your laptop. So technically the converter is changing the plug from US to France..

European voltages vary from country to country. Google for more definitive spec's, but I wouldn't try a US power supply there or you'll fry it. Check with 'i go' for possible devices or adapters.
